Background

Since Kosovo’s declaration of independence in 2008, the country’s education system has been subject to extensive reforms. However, their implementation has been delayed for various reasons, some of which are mutually reinforcing. The education sector is underfunded and the existing budget is inefficiently deployed. There are considerable shortfalls in resources, professional skills and capacity at all levels and the quality of education is extremely low.

Objective

The consulting services are related to the fourth field of action of the GIZ Capacity Development in Basic Education (CDBE) project. The CDBE consists of the following four interrelated fields of action:

1. Improvement of the conditions for transparency and accountability in basic education
2. Improvement of the quality of learning;
3. Improvement of educational management; and
4. Improvement of the educational participation of girls and boys who are returning from migration and in particular children from ethnic minorities.

The objective (outcome) of the project is: ‘The quality of basic education has improved’. The objective of the fourth field of action is to improve levels of educational participation among girls and boys who are returning from migration and in particular children from ethnic minorities, especially those from Roma, Ashkali and Balkan Egyptian communities.

Type of Services Provided

  • Further conceptualize CBDE’s contribution to the reintegration of returnees in agreement with relevant actors.
  • Update the existing list of NGOs (e.g. Learning Centers), which are active in the area of school reintegration of returnees/ minority communities; on this basis identify regions or communities in Kosovo with limited supply of such services
  • Design and implement a comprehensive monitoring system to continuously review progress and measure the change process
  • Provide assistance to the Ministry for Education, Science and Technology (MEST) within the drafting process of relevant bylaws for the institutionalization of educational support programmes with a special focus on returnees and children from Roma, Ashkali and Balkan Egyptian minority communities
  • Compile an overview of the details of different existing programmes in the area of school reintegration of returnees and/ or minorities.
